Picqué was born in Deinze as the son of a tailor. He was lucky to be a student of Pieter Cras, an uncle who was house painter and amateur painter. He did not accompany the rest of the family when they move to Ghent. There his parents died in poverty in a little room in the Gravensteen.
In 1820 he was a student of the then famous Joseph Paelinck at the Brussels Academy He obtained several prices and finally the main grand prize for historical painters. The Government even bought a work (now in the Rijksmuseum) and he received a travel grant.
Picqué worked both in Brussels and in Rome in an environment that was still all about the academic neoclassical. That style stayed with him, especially in his historical paintings and religious compositions, but that is only a small part of his work.
His numerous portraits are more personal.
In 1838 Pichué established himself in the Brussels Zavel neighbourhood; He remained there until his death.
When he died in 1869 the "Vlaamse Tyding van Brussel" wrote: as a painter Picqué was a worthy follower of the time-honoured Flemish School; He enjoyed well-deserved fame especially as a portrait painter ... artist in the fullest sense of the word. ...
